IAPL Condemns the Extrajudicial Killing Philippine People's Lawyer Rodolfo Felicio
August 27, 2014
The International Association of People’s Lawyers (IAPL), a federation of people’s lawyers’ organizations across the world, come hereby to denounce the extrajudicial killing of member of National Union of People’s Lawyers in The Philippines (NUPL), Atty. Rodolfo Felicio. He was shot dead by gunmen in the locality of Floodway, Taytay, in the state of Rizal, just 22 Km from Central Manila. He was killed in the course of performance of his duties as a lawyer.
Atty. Felicio was an active people’s lawyer, always responding to calls for legal assistance in cases of human rights violations, and demanding the state responsibility in other cases of extrajudicial killings over the country.
A statement signed by Remigio Saladero, President of NUPL Rizal Chapter, says that “We have already lost five from our ranks in a decade, and innumerable others subjected to various forms of attacks ranging from surveillance, labelling, intimidation, harassment, threats, plus false or nuisance charges and discrimination”. The case and the general situation of attacks against lawyers in the Philippines express gross violations of the bases of the UN 1998 Declaration on Human Rights Defenders.
IAPL is deeply concerned about the conditions of the exercise of profession by people’s lawyers over the world, like all kinds of surveillance, harassment, charges, detentions, extrajudicial killings and other attacks. IAPL strongly condemns the killing of Atty. Rodolfo Felicio, and urges the Republic of the Philippines accountability to apply Justice for the case. We express our whole-heart solidarity to Felicio’s family and fellows, on behalf of NUPL.
Signed: The IAPL Board
